Impeachment rules could go before voters

A legislative committee on Thursday advanced a proposed constitutional amendment (LR4CA) to the full Legislature that would make misdemeanors committed during campaigns grounds for impeachment. The legal uncertainty that surrounded the impeachment of David Hergert when he was a University of Nebraska regent prompted the proposal.

Despite disagreement over whether Hergert could be impeached for campaign-related activities, he eventually was impeached by the Legislature.

The state Supreme Court later found him guilty of two of 10 counts, false reporting and obstructing government operations. He was removed from office in 2006.
